Your Rights as a Client
Every ABC client receives the Minnesota Home Care Bill of Rights before care begins. Here is a summary, and how to raise a concern.
Minnesota law (Minn. Stat. § 144A.44, the Home Care Bill of Rights) protects everyone who receives home care services. As an ABC client, you have the right — among others — to:
- Receive considerate, respectful care at all times
- Be informed, in writing and in advance, about the services you will receive and their cost
- Participate in planning your care, and refuse services or treatment
- Know the names and roles of the people providing your care
- Have your personal, financial, and medical information kept private
- Be free from abuse, neglect, and exploitation
- Voice grievances without fear of retaliation, and have them addressed promptly
- Be told how to contact state agencies that protect home care clients
